North Bayshore Precise Plan | City of Mountain View

The North Bayshore Area of Mountain View is home to some of the largest and most well-known technology companies, including Google, Microsoft, Intuit, and LinkedIn. In 2014, David J. Powers & Associates, Inc. prepared an EIR for the 650-acre North Bayshore Precise Plan for the City of Mountain View. The City-initiated Precise Plan proposed to update and consolidate five existing Precise Plans into a single North Bayshore Precise Plan zoning district, under Section 36.22 of the City’s Municipal Zoning Ordinance.

The Precise Plan allows for an increase in the intensity of office and commercial uses, up to a maximum of 3.4 million square feet of new uses, consistent with the growth studied in the City of Mountain View 2030 General Plan. The North Bayshore Precise Plan includes vision and guiding principles, development standards, design guidelines, and infrastructure and transportation improvements for the properties in the North Bayshore Change Area. Significant issues discussed in the EIR include transportation, air quality, biological resources, land use, and hazardous materials.

Most notably, this complex and controversial development project was under critical time pressure. DJP&A managed the technical team closely in order to complete and deliver the EIR within the crucial time schedule.
