University Circle Phase II | East Palo Alto

Comprehensive Environmental Impact Report


First initiated in 1988, the University Circle Campus, one of the most recognizable landmarks in East Palo Alto from Highway 101, will soon proceed with its final phase. The campus is located at 1900, 1950, 2000, and 2050 University Circle and is currently home to four existing office buildings and a hotel. DJP&A prepared Environmental Impact Reports (EIRs) for the original development and this final phase.

The final phase includes the construction of a new five-story, 180,000-square-foot office building with ground floor community space and outdoor amenities. The project will improve the pedestrian access through the site and to the recently funded University Avenue overcrossing. Additionally, the project will install water efficiency upgrades to the existing office buildings to ensure that the new building does not increase water use or wastewater demand at the site.

Due to the highly controversial nature of the University Circle development, the final phase’s 3-year construction duration, and the site’s proximity to existing residential uses and San Francisquito Creek, numerous concerns were raised by residents and adjacent jurisdictions during the CEQA process. The DJP&A team worked closely with the City to prepare a comprehensive EIR that addressed the community’s concerns.
