Environmental Impact Report


The Tasman East Focus Area Plan (Plan) will transform a 46-acre  area from an industrial neighborhood into a high-density, transit-oriented district. The Plan area is bounded by Tasman Drive to the south, the Guadalupe River to the east, the former Santa Clara Golf & Tennis Club to the north, and Lafayette Street to the west. The Plan also aims to foster greater opportunities for active commuting and recreation by including connections to the existing Guadalupe River trail, potential locations for parkland, and strategies for better access to transit.

DJP&A prepared an EIR for the Plan, which was certified by the City of Santa Clara City Council in November 2018. Implementation of the Plan would result in the development of up to 4,500 residential units, 106,000 square feet of retail space, and a new school.

Since the adoption of the Plan, DJP&A has provided streamlined environmental review tiering from the EIR for subsequent specific development projects including:

  • The Lafayette –a 347-unit apartment building and an approximately 0.42-acre public park on a 3.1-acre site
  • AVE Santa Clara – a 311-unit apartment building with 30,000 square feet of amenity space and 15,000 square feet of ground floor retail space on a 1.9-acre site
  • Mainline North – a 151-unit apartment building with approximately 5,000 square feet of retail space on a 0.8-acre site
  • The Clara and The Ellore –509 residential units, 191 senior assisted living units, and 19,410 square feet of retail within three buildings and a 0.5 acre park on a 5.52-acre site
  • Anton Apartments –a 196-unit apartment building on a 1.22-acre site
  • Passero –371 residential units within two buildings on a 2.0-acre site
  • 2200 Calle De Luna –583 residential units within three buildings on a 3.9-acre site
  • 2263 Calle Del Mundo –a mixed-use, mid-rise building with 301 residential units on a 1.95-acre site
  • 2354 Calle Del Mundo –a 214-unit, mid-rise apartment building on a 0.46-acre site
  • 5185 Lafayette Street –198 residential units and 24,730 square feet of retail/commercial space on a 0.9-acre site
  • 2101 Tasman Drive –950 residential units and a 1.5-acre public park on a 7.8-acre site
