SR 237 Freeway Upgrade Project | County of Santa Clara


In the 1980s, DJP&A completed the CEQA and NEPA environmental review for the State Route (SR) 237 Freeway Upgrade project. The project converted SR 237 from an expressway with signalized intersections into a freeway and involved substantial widening and new interchanges, which had significant impacts on the adjacent wetlands. To identify mitigation for these impacts, DJP&A brought together multiple environmental advocacy groups and regulatory agencies to find a creative solution: the acquisition and conversion of a 60-acre parcel of land on the north side of SR 237 to wetlands. This 60-acre parcel was then deeded to the U.S. Fish & Wildlife Service and incorporated into the Don Edwards San Francisco Bay National Wildlife Refuge. Today, Don Edwards San Francisco Bay National Wildlife Refuge totals 30,000 acres and provides critical habitat for millions of migratory birds and endangered species.
