Environmental Impact Report


The Capitol Site Modernization Plan for the Granite Rock facility was approved by the San José City Council in 2023. The 22.18-acre site is located at 120 Granite Rock Way in northeast San José. The project will construct an asphalt plant and cementitious distribution facility while expanding the site’s existing concrete plant, aggregate/construction materials distribution facility, and recycle yard operations. An existing rail spur on-site will also be extended to accommodate approximately 55 railcars, thereby reducing truck transportation of materials and increasing the company’s ability to transport materials via rail.

DJP&A prepared an EIR for the project. The primary environmental issues of concern included air quality and greenhouse gases (GHG) emissions from truck traffic and operations, noise from the proposed increase in hours of operation, and transportation from the increase in project-generated trips. Unique, project-specific mitigation was developed as part of the EIR requiring the completion of GHG emissions inventory and implementing a GHG Reduction Plan to offset the increase in non-stationary emissions from truck traffic and stationary emissions from the asphalt batch plant.
