East Whisman Precise Plan | City of Mountain View

Environmental Impact Report


Mountain View City Council approved the East Whisman Precise Plan (EWPP) in November 2019. The EWPP encompasses 412 acres of land located on the eastern border of the City of Mountain View, consisting mostly of office uses. Implementation of the EWPP would diversify land uses and increase the density of development in this transit-oriented district close to the VTA Whisman and Bayshore/NASA Light Rail Stations.

Given our expertise in both CEQA and the project area, DJP&A was selected by the City to prepare an Environmental Impact Report (EIR) for the EWPP, which evaluated 2.3 million net new square feet of office uses, 100,000 net new square feet of residential uses, 200 hotel rooms, and 5,000 multi-family residential units.

Primary environmental and community concerns for the project included the exposure of sensitive receptors to toxic air contaminants during construction, existing contamination from the Middlefield-Ellis-Whisman Superfund Study Area, traffic congestion, and utility infrastructure capacity. Through the EIR process, measures were identified that future development projects within the plan area would implement to avoid and/or minimize significant impacts. Given the thoroughness of the EIR analysis, future developments consistent with the EWPP are eligible for CEQA streamlining.

Since the certification of the EWPP EIR, the City and DJP&A have completed several tiered CEQA documents for development projects including:

  • 355 E. Middlefield Drive Residential Project – 467 residential units developed on a 6-acre site by SummerHill Homes
  • 600 Ellis Street (465 Fairchild Drive) Office Project – 259,000 square foot office building and eight-level parking structure on a 4.5-acre project site by the Sobrato Organization
  • Middlefield Park Master Plan – 40-acre industrial park redevelopment by the City of Mountain View
