Environmental Impact Report


Located in the heart of downtown San José, CityView Plaza (formerly known as Park Center Plaza), was the City’s first major redevelopment effort in the late 1960s, representing the City’s modern-era banking and financial center. In 2020, Jay Paul Co. was authorized to redevelop the site, demolishing the existing redevelopment-era buildings (including buildings eligible for listing on the National Register of Historic Places and the California Register of Historical Resources), making way for three new-19-story office buildings with ground floor retail. Totaling almost 3.8 million square feet, the CityView project will be the largest office development in downtown at the time of its construction.

Given our expertise in completing environmental review for projects in the downtown, DJP&A was hired to complete the EIR for the CityView Plaza project. DJP&A assembled a top-tier team to complete the EIR, including our technical experts at Archives & Architecture, Illingworth & Rodkin, Inc., HMH, H.T. Harvey, and Hexagon Transportation Consultants, Inc. With frequent coordination and communication with City staff, the project applicant, and technical experts, DJP&A was able to streamline the environmental review process and expedite the overall project schedule.
