48-Inch Force Main Reliability Improvement Project | Silicon Valley Clean Water

Initial Study/Environmental Assessment


The primary objective of this $45.5 million project was to replace an existing 2.5 mile, 48-inch force sewer main originally constructed in 1971 with a new, 48-inch high density polyethylene pipe. The replacement is part of Silicon Valley Clean Water’s (SVCW) 10-year Capital Improvement Program to replace and upgrade aging infrastructure. SVCW serves more than 200,000 people and businesses in Silicon Valley by providing wastewater treatment, which plays an important role in keeping the San Francisco Bay clean and safe.

The 48-inch Force Main Reliability Improvement project was awarded Project of the Year by the American Public Works Association’s Silicon Valley Chapter because of the complex nature of the project and the collaborative efforts put forth by the project team with the community and the large number of stakeholders involved.

The efforts of the project team led to a design that overcame challenging soil conditions, mitigated difficult environmental conditions, and minimized inconveniences to the surrounding public. DJP&A was proud to be part of the team by providing the environmental review for the project. The joint Initial Study/Environmental Assessment for this project by DJP&A won the 2018 Association of Environmental Professional Outstanding Environmental Analysis Document. The document was prepared in coordination with SVCW and the U.S. Fish and Wildlife Service Don Edwards San Francisco Bay National Wildlife Refuge.
